According to Spanish reports, the Serie A giants have held initial talks with Fabregas' English agent Darren Dein, son of David.
Milan president Silvio Berlusconi was said to have been hugely impressed by the Spaniard's performance in the San Siro last year when Arsene Wenger's side recorded one of their greatest victories on foreign soil.
That night, Fabregas rifled in a drive from 30 yards before Emmanuel Adebayor rounded off a 2-0 win.
At the final whistle, Milan's fans joined their Arsenal counterparts in applauding Fabregas, Adebayor and the rest of the Arsenal side off the field. 
That performance alone has convinced Milan bosses that Fabregas, who joined Arsenal from Barcelona's youth team in 2003, is right for the San Siro set-up.
The news follows Arsene Wenger's admission that the club are now forced to sell players who want to leave the Emirates after they have completed three years of their contract.
Both William Gallas and Emmanuel Adebayor look likely to move on next summer and Wenger will now be looking to secure the services of his new captain, who recently pledged his future to the club in the wake of the chaos caused by the Frenchman's outburst on his team-mates.
It also emerged last week that Gallas could join AC Milan in the January transfer window.
Since Gallas was stripped of the Arsenal captaincy, rumours have been rife that the 31-year-old will be leaving north London.
Even Arsenal's supporters appear to have lost patience with the former Chelsea man, who would join up with Mathieu Flamini at the San Siro.
